Parking District Overview

Parking Districts are resident-driven parking permit districts that are administered by the City of St. Louis. The application for permits is done through the City of St. Louis’ online portal here.

The cost of a permit is $40, or $10 for Seniors 65 years or over on fixed incomes, as well as Veterans. Permits are valid for 1 year with the option to auto-renew on July 1. Permits purchased after July 1 are prorated monthly. Requests for Parking Permits can be made through the portal (instructions below).

Guest Permits will be $2 per day. Guest Permits have a max of 5 days. A household can have a max of two Guest Permits at any one time. Guest Permits needed for over five days (AirBnB, mid or long-term rental) can also be requested. All requests for Guest Permits can be made through the portal (instructions below).

Notice: The new Residential Parking Program will no longer require physical parking permits. The City of St. Louis upgraded its technology to include the installation of LPR-cameras (license plate reader).

How to Request or Remove a Parking District

A petition is required for your block to be added or removed to the Parking District. 65 percent (65%) of the registered voters living on said street must indicate by petition that they desire a street, or a portion of a street, to be made, or removed from, a residential parking zone. After petition, the Alderman from the ward, wherein the street is located, must indicate that such alderman recommends the designation of adding or removing the street from the Parking District through City Ordinance.

How to Register Your Car for a Parking Pass

To register your car for a parking permit you must first set up an account on the City of St. Louis website. To complete registration you will need

  • The car’s License Plate Number, Year, Make, Model, and Color
  • Three forms of identification including: 1) A photo ID. 2)  Proof of Residency (1st page of lease, bill, piece of mail); and 3) Vehicle Registration, Title or insurance bill
    • For applying as a Senior on a fixed income or Veteran, an additional document proving your qualification for the exception is needed.

Registering Your Car

  1. Click here to start the process to order your parking permit. You’ll be asked to either login or set register a new account.
    1. If you’re creating a new account, you’ll need to provide address information to complete the registration process.
  2. If your address is an address that is in a Parking District, click on “Order Permits.” You will see the next screen that will have the Permits that you are eligible for.
  3. Add your Vehicle by providing the information requested:
    • State, License Plate Number, Year, Make, Model, and Color
  4. Next, upload and submit supporting documents. You will need:
    • A photo ID.
    • Proof of Residency (1st page of lease, bill, piece of mail);
    • Vehicle Registration, Title or insurance bill
    • Optional: If you are applying as a Senior on a fixed income or Veteran, an additional document proving your qualification for the exception is needed.
  5.  After submitting you will be taken to the Shopping Cart for check out. Enter your billing and Credit Card information to complete checkout.

If your address is not recognized and you live in the designated area, we can add you address if we in fact do not have it. Click here to submit a missing address in the Parking District.

Please allow 24-48 hours to review and confirm the information.

How to Get a Temporary Guest Parking Pass

Once you have registered as a resident of a Parking District, log in to to your existing account.

For Guest Access Up To 5 Days

Requests for Guest Permits can be on the portal.

For Guest Access Longer Than 5 Consecutive Days

If you have a mid to long-term rental in your home in one of the designated permit areas, please do the following for guests that will be using your home for weeks/months at a time. There are two ways to provide a guest a Parking Pass for longer than five days:

Option One

  1. In your account and at the bottom of the page, click “Modify Account Vehicles”
  2. Next, select “Temporary Change”
  3. Finally, add the vehicle that the guest will be using for their stay at the residence

Option Two

  1. In your account select and on the lefthand side, click “Vehicles.”
  2. Next, select “Temporary Replacement”
  3. Next, add the information for the vehicle and click “Confirm.”
  4. Finally, select the date range that they will need access, and hit “Confirm” and then “Complete.”

Now your guest has access for the time of their stay, and the Guest plate is active.
